This organization’s established name shall be “Fluvanna County Young Republicans (FCYR)” as a formal title and “Young Republicans of Fluvanna (YRF)” as an informal title.
FCYR’s objective is to promote the ideas, values, and principles of the Republican Party as established by the Republican National Committee (RNC), Republican Party of Virginia (RPV), the Young Republicans National Federation (YRNF), and the Young Republican Federation of Virginia (YRFV). Further, FCYR officers, members, supporters, and volunteers will advance the mission of the Republican Party through grassroots efforts to support local, state, and federal candidates for elected office through direct voter contact, grassroots engagements, and community events. FCYR’s other objectives include voter education, volunteering, and communicating with local, state, and federal officials on issues and topics that affect the local community.
The official logo (seen below) of the FCYR will only be used on stationery, business cards, brochures, flyers, postcards, official social media posts, or spirit wear. Any modification to the logo must be approved by a majority vote of the FCYR board. The board must also provide its written consent for the use of the logo on any other products, materials, statements, or objects.
(a)Leadership: The FCYR shall be led by both elected officers and appointed officers. Elected officers (“the executive board”) will serve 1-year terms in office and will not be bound by term limits. Appointed officers are officers who are appointed by the Chairman and confirmed by a majority vote of the executive board. Appointed officers serve indefinitely unless the officer(s) resigns or removed from office by a majority vote of the executive board.
(b)Elected Officers: Elected officers on the executive board include the Chairman, the Vice Chairman, the Secretary, the Treasurer, and the Political Director. All elected officers must reside and be registered to vote in Fluvanna County, VA. Further qualifications are outlined in Article III § 1.
(c) Appointed Officers: Appointed officers include the Director of Communications, Event Coordinator, and Director of Membership. The executive board may create other appointed positions as it deems necessary
or fitting.
(d)Executive Board Meetings: The executive board will meet every other month at a minimum to strategize, organize, and discus internal matters. Appointed officers are strongly encouraged to attend, engage, and provide their ideas, input, and counsel, although they are barred from voting on executive matters. The Chairman may call an executive board meeting but must provide at least a 2-week notice to board members.
(e) Vacancies: In the event of an executive board vacancy by an incumbent officer’s resignation or removal from office, a new election shall be held to fill the vacancy. The election must be held in accordance with Article III § 2 of the FCYR bylaws. If there exists a vacancy for an appointed officer, the Chairman will promptly nominate a replacement and seek the executive board’s confirmation.
(f) Resignations: Any executive board member or appointed officer may resign at any time and for any reason. Officers wishing to resign will provide at least a 2-week notice in writing to the Chairman. If the Chairman wishes to resign his/her seat, he/she will provide the notice in writing to the executive
board and provide an effective date of resignation.
(a) Chairman: The Chairman will preside over all FCYR executive board meetings, provide strategic guidance and leadership, raise funds, nominate appointed officers, communicate in an official capacity, and represent the FCYR at official RNC, RPV, or YRNF events, meetings, and gatherings. The Chairman shall work with all executive board members and appointed officers to advance, grow, and promote the FCYR mission, objectives, and values.
(b)Vice Chairman: The Vice Chairman will preside over FCYR executive board meetings in the Chairman’s absence, assist in fundraising, represent the FCYR at official GOP events in the Chairman’s absence, and provide strategic guidance, direction, and support to appointed officers.
(c) Secretary: The Secretary will draft meeting agendas, minutes, and record all votes, executive board decisions, appointments, and procedural actions, to include election results for executive board positions. The Secretary will ensure all executive board members and appointed officers receive meeting agenda/meetings in advance of official meetings.
(d)Treasurer: The Treasurer shall be responsible for the stewardship of all FCYR funds, donations, and expenses. The Treasurer shall provide routine updates on FCYR’s finances at executive board meetings and be responsible for all bookkeeping and accounting. The Treasurer is also tasked with communicating with other GOP treasurers at the local, state, and federal levels to receive guidance, direction, and advice.
(e) Additional Duties: Any duties or responsibilities of the Elected Officers not explicitly outlined in Article II § 2 (a), (b), (c), (d), or (e) must be approved by a majority vote of the elected executive board with a written record.
Appointed officers will execute their respective duties, as outlined below, in addition to other reasonable duties assigned by the Chairman through mutual conversation and consent.
(a) Political Director: The Political Director will coordinate and facilitate all engagements with local, state, and federal Republican elected officials, candidates, and GOP leaders and activists. The Political Director will advise the Chairman and Vice Chairman on growth strategy, political strategy, and community outreach.
(b) Director of Communications: The Director of Communications will draft press releases, respond to media inquiries, and draft, design, and post official FCYR social media posts. Official FCYR statements to news, print, or digital media shall be coordinated with the Chairman (or the Vice Chairman in the Chairman’s absence) prior to release or publishment.
(c)Event Coordinator: The Event Coordinator will plan and execute FCYR events in the local community and all FCYR participation at RNC, RPV, or YRNF events (GOP meetings, conventions, fundraisers, etc.). The Event Coordinator will anticipate and plan for event venues, facilities, supplies, food/drinks, and speakers.
(d) Director of Membership: The Director of Membership will maintain a current and accurate roster of all FCYR members to include names, addresses, emails, and phone numbers. In addition, the Director of Membership shall perform outreach efforts to Fluvanna County residents who are, or identify as, Republican voters and are of the target age of 18-40 year. Outreach efforts may also extend to surrounding counties to include Albemarle, Louisa, Goochland, Buckingham, Cumberland, or other parts of Virginia’s 5th Congressional District and beyond.
(e) Additional Duties: Any duties or responsibilities of the Appointed Officers not explicitly outlined in Article II § 3 (a), (b), or (c), must be approved by a majority vote of the elected board with a written record.
Anyone seeking the office of Chairman, Vice Chairman, Secretary or Treasurer must be age 18 or older, but not exceed 40 years of age, registered to vote in Fluvanna County, or a resident of Fluvanna County with the intention of registering to vote in Fluvanna County in the near future. Candidates for board positions must be supporters of the Republican Party platform, accept and abide by Republican Party values and principles, and support Republican candidates up and down the ballot. Any violations of these qualifications may be grounds for impeachment and removal from office.
(a) Announcement: Qualified candidates for Chairman, Vice Chairman, Secretary, Treasurer, or Political Director must announce their candidacy in writing to the Secretary at least 30 days prior to an established election that will be set forth by the current board. The Secretary, or an acting Secretary, will record, certify, and publish all election results for the record.
(b)Campaigning: Candidates may campaign by whatever method they see fit, but they must not use the official FCYR logo which may come across as a board endorsement.
(c) Voting & Election Results: During the time of the vote, the Secretary will provide all FCYR regular members, Elected Officers, and Appointed Officers official ballots, either paper or electronic, for the purpose of electing or re-electing board members.
(d)Installment: Once election results are certified, the elected board members will be seated and installed at the next FCYR regular meeting, allowing for sufficient time to transition with their predecessors.
Elected officers on the FCYR executive board may be impeached and removed from office for violations of Article III § 1 of the FCYR bylaws, criminal convictions in state or federal court, severe dereliction of duty,
abuse of office or power, or other actions seen as grave or immoral by a reasonable person or observer.
(a)Impeachment Motion: Any member of the FCYR executive board may ropose an impeachment motion against a member of the executive board. Once the motion is seconded, the executive board shall deliberate over the impeachment motion prior to casting a vote to pass or dismiss the impeachment motion. Although only executive board members may propose an impeachment motion, appointed officers who are present at an executive board meeting where impeachment is discussed, may cast a vote to approve or dismiss the impeachment motion. An executive board member stands impeached upon a majority vote of the elected and appointed officers.
(b)Upon Impeachment: Members of the executive board who are impeached will continue to serve in office and will face a vote on his/her removal from office at the next scheduled FCYR regular meeting. However, impeached executive board members must be allowed at least two weeks to prepare a defense and/or whip support from FCYR regular members or other supporters, which may delay a removal vote.
(c) Removal from Office: Impeached executive board members shall be removed from office upon a 3⁄4 vote of the FCYR regular members present. Executive board members and appointed officers may not vote to remove an executive board member from office; the vote is for regular FCYR members only.
FCYR welcomes onto its regular member rolls anyone who is age 18-40, holds fast to the ideas, principles, and values of the Republican Party, and is willing to be active in FCYR meetings and events. Regular members do not have to be residents of Fluvanna County, but FCYR events will take place predominantly in/around Fluvanna County.
Qualified individuals who wish to become regular members of the FCYR must provide their names, address, email, and phone to the Director of Membership. By registering as a member of the FCYR, individuals agree to receive routine updates from the executive board or an appointed officer through postal, electronic, or telephonic communication. Communication, however, will be kept to a minimum.
Regular members are afforded the ability to provide the executive board and appointed officers their ideas, proposals, and recommendations on ways to advance FCYR’s mission and objectives. Regular members are also afforded the ability to run for executive board positions and can be selected for appointed office by the Chairman.
There will be membership dues set forth by the board, and regular members, along with members of the local community, to include local, state, and national GOP committees, may contribute funds toward FCYR events, operating expenses, and other costs.
The Chairman, along with the executive board’s approval, shall establish regular scheduled meetings to take place on a specific date, time, and location. The executive board shall also schedule the frequency of the meetings with once a month being the minimum. FCYR regular scheduled meetings are open to all regular members and members of the local community who identify as Republicans.
Regular scheduled meetings will be social and mostly informal in nature, where regular members and members of the community may engage in conversation over current events, listen to hosted speakers, and enjoy each other’s company with food and drinks (if provided). Meetings can be used for networking, organizing, and strategizing on ways to elect GOP candidates up and down the ballot.
FCYR may either host its own official events or take part in official events hosted by the local, state, or national GOP committees. Official events include, but are not limited to: campaign rallies, debate watch parties, fundraisers, election night parties, holiday parties, or Election Day volunteering.
Any single member of the elected executive board may propose a motion(s) to add, remove, change, or otherwise edit language of the FCYR bylaws. Upon a second of the motion(s), the executive board shall vote on whether to send the motion(s) to the full regular member body for a vote on adoption or dismissal.
The executive board will provide regular members, at a regularly scheduled meeting, the proposed amendment(s) to the FCYR bylaws. Amendment(s) to the bylaws will be adopted by a majority vote
of the regular members present.
